What the title says. They're a Steam-like service. It doesn't seem to block off English buyers either.
Not all games are on sale. For example, Sengoku Rance is still selling at close to retail price after 7 years. But on the other hand, Daibanchou, Seinarukana Special Edition, Utawarerumono, Beat Angel Escalayer, and a whole bunch of Sangoku/Sengoku Otome games are all on sale, amongst other things.
I probably wouldn't recommend using these games "as provided" because they're not DRM-free, but if you ever wanted to give money back to the companies...
