Mojibake on Japanese Locale

Hello!

I am running Windows 8.1 with the System Locale set as Japanese (Japan), yet, when I play recent Illusion game (Premium Play and above), I still get mojibake on text field and list items. What else do I have to do so the program correctly displays the Japanese characters?

EDIT: Apparently if I set the System Locale to English (United States) and use HongFire pAppLoc, things are peachy. But using Japanese (Japan) with the HF pAppLoc, will yield mojibake.
